ZINARA Ramps Up Vehicle Licensing Drive

The Zimbabwe National Road Administration (ZINARA) has intensified its vehicle licensing campaign, targeting one million compliant vehicles as it seeks to improve road-user compliance, safety and revenue collection.

The campaign was stepped up during the 2026 Zimbabwe Agricultural Show (ZAS) under the #BeOneInAMillion initiative, encouraging motorists to regularise their vehicle licensing status.

ZINARA has been pursuing the one-million-vehicle target as part of efforts to strengthen its revenue base and support the funding of road infrastructure.

The campaign also seeks to make licensing services more accessible to motorists and improve compliance across the country.

The authority has previously introduced measures including online vehicle licensing, expanded licensing services at tollgates and increased enforcement operations in smaller towns and remote areas to bring services closer to motorists.

The ZAS campaign comes as ZINARA continues to push motorists to become fully compliant with licensing requirements.

The organisation has also used incentives to encourage motorists to regularise their vehicles. Its latest ZAS promotion offered a 25% discount on current-term licence renewals for light motor vehicles weighing up to 2,250kg, alongside a 100% waiver on penalties for outstanding arrears.

The promotion will run until 5 September 2026.

ZINARA said the campaign was aimed not only at increasing the number of licensed vehicles but also at improving accountability among road users.

The authority has linked increased licensing compliance to the availability of resources for maintaining and rehabilitating Zimbabwe’s road network.

ZINARA had previously reported that about 827 000 vehicles were licensed in 2024 against an estimated national vehicle population of 1.3 million.

The administration has also been working with licensing agents, local authorities and law enforcement agencies as it expands its compliance operations.

ZINARA has said its wider strategy includes stronger enforcement, improved customer service and technology-driven licensing systems.

The latest campaign at the agricultural show is therefore part of a broader push to close the gap between registered vehicles and those operating without valid licences.

With road infrastructure remaining heavily dependent on sustainable funding, ZINARA says increasing compliance is central to ensuring that more resources are available for road maintenance and rehabilitation.
