Action Aid Zimbabwe Calls for Urgent Finalization of Disaster Risk Management Bill

Action Aid Zimbabwe (AAZ) has urged the Government to expedite the finalization of the Disaster Risk Management and Civil Protection Bill.

In a press statement,  AAZ emphasized the critical need for a robust Disaster Risk Reduction legislation, which will facilitate a paradigm shift from disaster response and relief to preparedness, prevention, mitigation, and resilience building.

“It has been widely recognized that investing in preparedness and resilience building yields significant financial returns, offsetting the public expenditure required for disaster response and recovery,” said AAZ.

AAZ highlighted the importance of incorporating these principles into the national legislation to ensure a proactive approach to disaster management.

AAZ specifically emphasizes the role of women, who are often the first responders to disasters at the local level.

“The Disaster Risk Management and Civil Protection Bill will also set standards and provide a legal basis for reducing disaster risk and losses. By establishing clear guidelines and accountability measures, the legislation aims to enhance transparency and effectiveness in disaster management. This will not only benefit the government and humanitarian actors but also the communities affected by disasters,” said AAZ.

AAZ emphasizes the urgent need for the government to expedite the finalization of this bill. By doing so, Zimbabwe will be better equipped to face the increasing challenges posed by natural disasters and climate change. The legislation will provide a solid foundation for building resilience, reducing risk, and protecting vulnerable communities.
