City of Harare Responds to Viral Illegal Structure Memo

Acting Harare Town Clerk Phakame Mabhena Moyo says the circulation of a leaked document outlining plans for the demolition and regularisation of illegal structures in the capital was never intended for public release.

In a statement, Moyo said the document is a preliminary internal working draft currently under review and scheduled for deliberation by the relevant Council committee and its publication was ‘premature’.

“Its appearance in the public domain at this stage is premature, as it represents an administrative working paper formulated to facilitate the lawful regulation and enforcement objectives of the City,” he said

Moyo allayed possible fear among residents assuring that no immediate action will be taken without due process.

“Residents are hereby informed that the City of Harare will undertake a process of verification and enforcement concerning illegal activities on Council, State, and privately-owned land within Harare’s jurisdiction,” said Mabhena Moyo.

He said any enforcement will strictly follow legal procedures and align with national policies.

“This process of verification and enforcement will be conducted in strict adherence to prevailing government directives, due process of law, and the provisions of the Regional, Town and Country Planning Act. All applicable government and council policies and procedures will be duly observed,” he said.

Illegal land deals have long been a contentious issue in the capital, with land barons and politically connected individuals accused of selling undesignated or state-owned land to unsuspecting home seekers.

The City of Harare has warned residents to avoid engaging in such transactions.

“Residents are strongly advised to refrain from engaging in further illegal activities, including the acquisition of land from unauthorised individuals and the unlawful occupation of Council and State land. The city will take appropriate action to address such contraventions,” Moyo

He urged residents seeking clarity on land issues to approach the city’s offices directly.
