Government, NetOne Partner to Expand Digital Inclusion

The Ministry of Information, Communication Technology, Postal and Courier Services has partnered with state-owned mobile operator NetOne in a nationwide drive to expand digital inclusion and bring technology to rural and underserved communities.

The initiative is part of government’s broader strategy to ensure that all Zimbabweans, regardless of location, have access to modern communication tools and services.

ICT Minister Tatenda Mavetera said access to technology is now a necessity comparable to roads, electricity and clean water, stressing that the “Digitalise Zimbabwe” programme would transform communities by extending digital services across the country. She explained that the partnership with NetOne reflects government’s commitment to bridging the digital divide and ensuring no citizen is left behind in the country’s journey toward Vision 2030.

Speaking during the launch of the project in the Midlands province, Minister of State for Provincial Affairs and Devolution Owen Ncube praised the rollout of digital infrastructure in areas that have traditionally been overlooked. He said the programme was proof of what could be achieved when national policies were translated into action that benefits ordinary citizens.

NetOne chief executive officer Engineer Raphael Mushanawani said the partnership was about more than just expanding network connectivity. He described it as an investment in people’s lives, families and futures, adding that access to ICTs would empower communities to participate fully in education, business and national development.

The collaboration has already seen rural schools such as those in Msala being equipped with computers to improve access to learning resources. Other projects include the installation of solar-powered boreholes, drip irrigation systems and nutritional gardens, blending ICT development with critical services that enhance livelihoods. In addition, the Digitalise Zimbabwe Roving ICT Expo is being rolled out with plans to train 1.5 million coders, deploy mobile “digitrucks” to remote communities, establish community Wi-Fi zones and appoint digital ambassadors across all provinces.

Officials say the initiative forms part of the government’s broader National Development Strategy, which prioritises inclusive economic growth and sustainable development. By investing in both infrastructure and digital literacy, the government and NetOne aim to ensure that even the most remote and marginalised communities are integrated into the digital economy.
